AH-14 Justinian’s Armenia Tertia

The province continued a long military and urban history around the upper Euphrates. Its new governor held an enhanced title and responsibilities within Justinian’s reformed system. Frontier communications, farming, roads, garrisons, and local Christian institutions remained central to provincial life.

The reform changed numbering, rank, and judicial relationships rather than founding Melitene as a new city. Subsequent Persian wars and later territorial changes altered the wider frontier again. Armenia Tertia’s history must therefore be understood as one phase in a succession of Roman arrangements, not a third province added to an otherwise unchanged ancient Armenia.
