AH-13 Justinian’s Armenia Secunda

The new numbering moved an established provincial centre into a different place within the Armenian system. Sebasteia’s urban and ecclesiastical importance predated the reform, while the governor’s jurisdiction and superior relationships changed. Existing roads, productive districts, towns, and religious communities continued across the administrative transition.

Ecclesiastical terminology could preserve older provincial associations after civil reform. A bishopric’s title therefore does not always reveal the civil governor’s exact jurisdiction at the same moment. This second Armenia belongs specifically to the Justinianic arrangement and should not be equated automatically with the earlier Melitene-centred province of that number.
