AH-12 Justinian’s Armenia Prima

The new first province reorganized interior and northeastern territories, incorporating cities from earlier Armenian and Pontic jurisdictions. Its elevated governorship formed part of a broader attempt to regularize rule, strengthen administration, and bring formerly varied arrangements into a more consistent imperial system.

The title must be distinguished from the earlier Armenia Prima centred on Sebasteia. Reusing a number did not preserve the same territory or capital. The reform also illustrates the relationship between frontier security, local aristocratic power, taxation, and the extension of Roman legal procedures. These changes could generate resistance as well as administrative coherence.
