AH-15 Justinian’s Armenia Quarta
The province brought territories with different local authorities into a more ordinary Roman civil framework. This was a significant extension of direct institutional control, affecting offices, legal relationships, and the balance between imperial officials and regional aristocracies. It was not simply a new label applied to an unchanged earlier civil province.
Martyropolis and frontier fortifications linked the jurisdiction to eastern security. The province’s communities also depended on farming, regional exchange, and religious institutions. Later war and the shifting Roman-Persian settlement changed its circumstances, illustrating the instability of any timeless map of the numbered Armenian provinces.
