Provinces · The later western provinces
LW-54 Africa Proconsularis / Zeugitana

The province retained a governor of exceptional rank and a city whose scale, revenues, port, religious institutions, and economic hinterland made it indispensable to western imperial power. Agriculture and maritime exchange supported an urban network much broader than Carthage alone.
Vandal conquest transformed its sovereignty and access to revenues. Eastern Roman recovery restored Carthage as a major administrative and military centre, later associated with the exarchate. The city’s fall in 698 ended that imperial base. Zeugitana’s history differs from the larger earlier Africa Proconsularis, whose territory had included provinces now administered separately.
